In recent times there has been a massive incorporation of countries that have adopted this model instead of the Anglo-Saxon system of ‘common-law’, such as the former states of the communist bloc, China or Indonesia. Some of its functions are: Representation of the Notary Public before international organizations. Systematic study and compilation of the legislation relating to the institution of Latin-type Notaries. Promote the evolution of law together with national and international legislative authorities. Founded in 1948 in Buenos Aires, the International Union of Notaries (UNIL) is present in entities such as: United Nations. World Trade Organization (WTO). Council of Europe. European Union. Organization of American States (OAS). Southern Common Market (Mercosur). North American Free Trade Agreement (NAFTA). Economic Commission for Latin America and the Caribbean (ECLAC). Andean Community, as well as in legal institutions such as the International Institute for the Unification of Private Law (Unidroit). Hague Conference on Private International Law (HCCH). International Union of Lawyers (UIA). International Union of Magistrates (UIM). International Law Association (ILA). International Bar Association (IBA). On October 1, 1998, a free Notary began to function in Bulgaria. As of this date, 327 free notaries have started working in their private offices. The first General Assembly of the Notary Chamber took place on October 24, 1998. A new Council of Notaries was elected at the General Assembly, a Statute of the Notary Chamber and two resolutions were voted. The first adopted the establishment of regional boards of the Notary Chamber, which correspond to the 5 regions of the Courts of Appeal in Bulgaria: Varna, Burgas, Plovdiv, Veliko Tarnovo, Sofia region. At the regular General Assembly, which took place on January 30, 1999, it was decided to establish an independent regional college for the city of Sofia, due to the large number of notaries. The second resolution adopted the basic principles of the International Union of Latin Notaries. The desire of the Notary Chamber of Bulgaria is to join the family of the Latin notary. On January 29 and 30, 2000, the regular General Meeting of the Notary Chamber was held, at which the Code of Ethics of Notaries in the Republic of Bulgaria was voted and adopted. At the end of 1999, the second competition for notaries took place and another 120 people joined the ranks of free notaries in Bulgaria. The Notary Chamber of the Republic of Bulgaria maintains contacts with the Notary Chambers from Europe, North, Central and South America, Asia and Africa, members of the International Union of Latin Notaries, as well as the commissions of the International Union. As early as 1998, the candidacy of the Notary Chamber of Bulgaria for membership in the International Union of Latin Notaries was submitted to the Secretariat of the Union. In 2001, an agreement was reached for representatives of the Bulgarian Notary to participate as observers in the work of the Commission on European Union Affairs. In 2004 the third competition for notaries took place, as a result of which the number of notaries in the Republic of Bulgaria became 530. By Resolution № 42 of the General Assembly of the Notaries Members of the International Union of Latin Notaries, on October 19, 2004, the Notary Chamber of the Republic of Bulgaria was accepted as a full member of the Union.
